Abstract:   (18 Views)
Iran’s housing policies have largely prioritized quantitative indicators, such as the number of units delivered and total floor area, while paying limited attention to the socio-cultural dimensions of quality of life. As a result, many housing complexes achieve acceptable technical performance yet fail to foster social interaction and a sustained sense of place. In the city of Qom, where diverse residential patterns intersect with a complex religious and demographic context, this imbalance is more pronounced and calls for a systematic, indicator-based comparative assessment. This study undertakes an indicator-driven evaluation of socio-cultural quality of life across housing projects in Qom, comparatively examining five principal residential patterns (land allocation, detached housing, apartment complexes, National Action Plan housing, and National Housing Movement projects). Data were collected from four complementary sources: official documents and technical reports, structured field observations, expert interviews, and secondary urban–spatial (GIS) datasets. Following analytical coding, indicators were organized into four dimensions, architectural–spatial quality, socio-cultural compatibility, institutional interventions, and lived experience, and converted into standardized ordinal values. Indicator weights were derived through expert judgment using the Analytic Hierarchy Process (AHP), and the dataset was subsequently prepared for comparative analysis. To explore relational patterns among residential types, Principal Component Analysis (PCA) and distance-based clustering (K-medoids) were applied in an exploratory framework. Findings indicate that the land allocation model exhibits the weakest performance across all three principal dimensions and emerges as a high-risk socio-cultural pattern. By contrast, the National Housing Movement demonstrates the most favorable relative performance, though still below optimal standards. Three key indicators, infrastructure and services (B2), physical progress (B4), and neighborhood cultural identity (C3), function as primary differentiators. The two-dimensional PCA configuration clarifies policy reform trajectories toward these strategic indicators, while clustering isolates land allocation as a distinct and vulnerable group. The managerial synthesis underscores the post-occupancy phase as the most critical deficiency across all models, particularly in land allocation schemes, and identifies it as the priority domain for policy intervention. Overall, integrating a socio-cultural conceptual framework with indicator-based analytical modeling provides a multilayered and coherent understanding of quality of life in housing projects and enables the prioritization of design and institutional interventions. Strategic emphasis on the post-occupancy stage and on the three key indicators (B2/B4/C3) yields the highest potential policy return.
